Exhaust Fan Blower "D" series runs constantly

By default, the 'D' Series blower motors are Dual Speed blowers and as soon as electrical current is connected to the unit, it will begin running. The design is for continuous running to allow for ASHRAE compliance. This is normal function and is not considered defective. (i.e. EL130DG blower)
